Fortunes Rocks Association

Alper Caglayan, President - Alper has been a member in our association since 1987. Before his election as the Vice President in 2023, he served on the Board 2016-2017,  on the clubhouse Design Committee, and organized annual music events, and various wine tasting events. Alper currently serves on the Board of greenGoat - a nonprofit that salvages home improvement materials, and previously served on the Board of Biddeford Engine - an arts nonprofit that helped to revitalize Biddeford, recently replaced by the Art of Biddeford. James LaBelle - Vice President - Jim LaBelle joined the Board in 2025 as the Vice President.  Previously, Jim served as the Executive Director of the Biddeford + Saco Chamber of Commerce - a nonprofit 501(c)(6) trade association organized to advance and promote commercial and industrial prosperity as well as the civic, cultural and educational interests of the Biddeford and Saco communities. John Hoben, Secretary - John has been a member of the Association since 2010.  He was elected to the Board as Secretary in 2024.  In recent years, he has been  involved in a range of non-profit organizations, including the Biddeford Pool Land Trust, The Conservation Alliance, the Gruber Family Foundation, and Habitat for Humanity.  John's contact information can be found in our member directory.

William Boucher, Treasurer - Bill has has been a member in our association since 1993. Before his election as a Board member in 2022, he has previously served as Treasurer 2010-2016 and on the clubhouse Design Committee. Bill's contact information can be found in our member directory.

Heather Locke, Member - Heather has been a member in our association since 2001, elected to the Board in August 2024. Prior to that, with the assistance of many and the support of the Board, she created and implemented from 2008-2014 a summer program for FRA’s children.Since 1994 Heather has enjoyed participation in BPCC. For the city of Biddeford, she served on the Coastal Advisory Committee 2005-2009, was Ward 1 Clerk 2003-2005, and elected Ward 1 Warden 2006-2018.The spring of 2010 found Heather as a Ward 1 Federal Census worker. Mike Richard, Member - Mike has has been a member in our association since 2016. He was elected to the Board in 2022. Mike previously served on the clubhouse Design Committee, and his construction company built the Pavilion.. He has been a member of the Biddeford+Saco Chamber of Commerce since 2019, and served on the Zoning Board of Appeals for the Town of Scarborough in 2010-2017.
